0.4.0 Fixes (Updated 2)

Ive decided this update willl be 0.4.0 instead! So much has changed I think it deserves it!
Anyways testing bugfixes:
- Fixing Issy event in Chub Town
- Fixed Blueberry pie not being received
- Seal of Wind boss door now properly opens,
- Can move around outside dragon temple now
I'm also trying out buffing the Inflated status. It now increases a user's magical attack! Lemme know how you think it feels!
More changes:
- Fixed Blimp Cell cutscene
- Fix out of bounds
- Tons of misc stuff

- Fixed Issues with missing files!
- Chubby chaser ring working again
